Hmm. It shouldn't be too hard to make a working software driver for a USB vibrator; DirectInput already has an impressive array of force feedback presets, any of which would probably make for one heck of a vibrational experience.
Of course, this particular vibrator doesn't use the USB port for anything other than power, so it would still be necessary to design a fully functional USB vibrator.
